To earnestly implement the major decisions of the Party Central Committee and the State Council on peaking carbon emissions and achieving carbon neutrality, and to effectively promote the implementation of the "Technology Support Implementation Plan for Peaking Carbon Emissions and Achieving Carbon Neutrality (2022-2030)", the Ministry of Science and Technology organized the first meeting of the National Carbon Neutrality Science and Technology Expert Committee in Beijing on March 1.
The meeting announced the establishment of the first National Carbon Neutrality Science and Technology Expert Committee and clarified the specific responsibilities of the expert committee. Academician Liu Zhongmin from the Dalian Institute of Chemical Physics, Chinese Academy of Sciences, served as the chairman of the expert committee and reported on the considerations of the expert committee's work at the meeting.
Vice Minister of Science and Technology Zhang Yudong presided over the meeting and delivered a speech. More than 60 members of the National Carbon Neutrality Science and Technology Expert Committee, officials from relevant departments and bureaus of the Ministry of Science and Technology, and the National Development and Reform Commission's Environmental Protection Department attended the meeting.
Academician Du Xiangwan, Academician Tang Guangfu, Academician He Kebin, Researcher Fu Chengyu, Professor Jia Limin, Researcher Chao Qingchen, Professor Ma Jun, and Researcher Fang Xiang, among other expert representatives, expressed their opinions and suggestions on how to better carry out the work of the expert committee. Zhao Penggao, Deputy Director of the Environmental Protection Department of the National Development and Reform Commission, warmly congratulated the establishment of the National Carbon Neutrality Science and Technology Expert Committee.
The meeting pointed out that peaking carbon emissions and achieving carbon neutrality is a major strategic decision made by the Party Central Committee with Comrade Xi Jinping at its core after careful consideration. It is an inherent requirement for implementing the new development concept, constructing a new development pattern, and promoting high-quality development. Technological innovation is the key to achieving both economic and social development and peaking carbon emissions and achieving carbon neutrality. The expert committee should heighten its political stance, shoulder the historical mission of innovating and consulting on science and technology for peaking carbon emissions and achieving carbon neutrality, strengthen the tracking and analysis of technology in the dual-carbon field at home and abroad, evaluate the implementation progress of the "Implementation Plan", and promote the plan's effective implementation. In-depth strategic research, strengthened interdisciplinary communication and ideological collisions, and suggestions for major key issues related to the development path of dual-carbon technology innovation should be made.
